Our Story
Hocklim Engineering specialises in civil and geotechnical engineering, climate resilience and flood mitigation. Our infrastructure maintenance clients include PUB, the Singapore Land Authority (SLA) and the Housing & Development Board (HDB). Working with qualified engineers and architects, we deliver drainage works, slope protection and soil investigations, from planning through to construction. We also collaborate on emerging technologies, including the GeoBarrier System (GBS).
Our research partnerships support Singapore’s climate strategy. Hocklim has signed Research and Collaboration Agreements with Nanyang Technological University (NTU), the National University of Singapore (NUS) and HDB, as well as Nazarbayev University in Kazakhstan and Southeast University in China. We work to bring these technologies from research into practical use. In 2022, Hocklim received an Enterprise 50 (E50) award in recognition of its contribution to Singapore’s economy.
Our work on the GeoBarrier System won the Most Sustainable category at the 2021 Singapore International Chamber of Commerce (SICC) Awards. Hocklim has also received HDB and Enterprise Singapore’s Cool Ideas Enterprise awards.
Our CEO
Yuen Shen Chua is a multidisciplinary engineer with more than a decade of experience in construction projects of varying scales. Previously Chief Engineer at Penta-Ocean Construction, he leads Hocklim Engineering as Chief Executive. Under his leadership, Hocklim has expanded its civil engineering work and developed innovation partnerships with educational institutions, Enterprise Singapore, HDB and PUB. These collaborations support technologies such as the GeoBarrier System and remotely controlled flood gates.
Shen has co-authored research papers on sustainability and climate resilience. His qualifications include a bachelor’s degree in Industrial and Systems Engineering from NUS, a master’s degree in Applied Project Management from the University of Adelaide and a research master’s degree in Geotechnical Engineering from NTU. His research interests also include urban sustainability at the University of Glasgow. A Land Rover enthusiast and PADI-certified Divemaster, he brings an interest in land and sea exploration to his work.
His fieldwork has included surveying flooded terrain in his Land Rover Defender and inspecting underwater slope structures in scuba gear.
Our Milestones
2018–2020 · First GOV-PACT research project with HDB: improvements to the GeoBarrier System. Supported by an Enterprise Singapore grant and recognised through the HDB Cool Ideas Enterprise Awards.
2016–2019 · First PUB Minor Works project for Central Watershed 2. The company’s milestone records include a B2 grading under BCA’s CW02 Civil Engineering category.
2015–2016 · First NParks park development project, covering Realty Park, Green Lane Park and Punggol Park.
